Asbestos in Wallonia: procedures and waste
In Wallonia, have the environmental procedure assessed against the materials and the complete project. Prepare the contractor’s survey information and waste route in parallel. Flemish asbestos-certificate rules do not automatically apply here.

Before renovation: identify the materials the work will affect
Federal worker-protection rules also apply when contractors work in private homes. Materials must be identified before work that could expose people to asbestos. An existing report can help, but its scope must be checked against the planned intervention.
For a roof, describe the covering and any other layers that will be affected. For kitchens, boiler rooms and floors, include substrates and equipment to be removed. Have a competent person establish any additional analyses or survey needed; do not take samples yourself to complete a quote request.
For deconstruction, SPW’s guide proposes three parts: hazardous substances, including asbestos; non-hazardous waste and resources; and reusable components. This helps establish what should be removed, separated or retained. Assess reuse options with the hazardous substances taken into account.
Prepare the inventory early enough to inform design decisions and quote requests. Give contractors the plans, estimated quantities and limits of investigation. The guide provides a method; it does not itself introduce a mandatory asbestos certificate for every sale or an identical general requirement for all three parts. Worker-protection duties still apply.
Declaration or permit: confirm the classification
SPW’s published classification distinguishes minor asbestos works under heading 26.65.03.04.01, in class 3, from work under heading 26.65.03.04.02, in class 2. Criteria vary with materials and quantities. Roof area alone therefore cannot classify every project.
Give the municipality or competent department the materials list, condition, estimated quantities and complete scope. Confirm any declaration or permit before setting the start date. Environmental classification does not replace federal requirements for the contractor, removal method and worker protection.
Announced reform and the rules applicable to your project
In November 2025, Wallonia announced a strategy including simpler procedures in some cases, progressive inventories and a certification framework. That announcement does not establish that an asbestos certificate is already required for every sale or rental in Wallonia.
It also does not establish that every worksite needs only a simple declaration. Have the applicable texts and commencement dates checked for your project. This guide uses the classification and official pages consulted on 4 October 2026; the competent authority must confirm the conditions for your particular file.
Occupied buildings: planning circulation and shared services
For worksites subject to standard class 3 conditions, the plans filed with the declaration must identify adjacent occupied areas and staff and waste routes. Exits must remain clear. Where routes cross, waste movements take place outside occupants’ busiest periods.
Have the site manager assess the effects on ventilation, access and shared services. A delivery timetable does not establish that residents can stay. Check the sectoral conditions for class 2 worksites separately, together with any additional permit requirements.

Waste records are part of the project
For worksites subject to the standard class 3 conditions, the Walloon order requires a waste summary and a receipt from the approved transporter or collector. The receipt includes the waste type, quantity, date and destination, among other details.
Ask the quote to include waste removal, the destination and the records you will receive. SPW links to specific asbestos collection and transport rules. Check a local recycling park’s acceptance conditions directly; do not assume it will accept waste from a professional worksite.
How do you check the waste collector and carrier?
An asbestos contractor’s federal approval does not establish its permission to collect or transport hazardous waste in Wallonia. SPW publishes separate lists for these activities. Check each operator’s identity and whether its approval covers the relevant waste.
Have the quotation identify the planned waste route, including any provider handling disposal on the removal contractor’s behalf. Naming a treatment facility does not replace checking the collector and carrier.
Unexpected discovery in Wallonia: building materials or soil contamination?
For a discovery inside the building, notify the site manager and have federal measures applied before work resumes. For worksites subject to sectoral conditions, work-plan changes must be reported immediately to the specified authorities. Incidents threatening neighbours or the environment must be notified and recorded.
If soil contamination is also involved, SPW provides separate procedures involving an approved expert, depending on the circumstances. For a critical soil situation, it directs people to SOS Environnement-Nature on 1718. Reporting does not replace material assessment or worksite formalities.
ADR transport and traceability: what should you request?
Waste legislation and ADR, the rules for transporting dangerous goods by road, are separate frameworks. A possible ADR exemption does not remove waste obligations. Have the operator confirm transport requirements for the material and its condition.
At handover, request records connecting the waste’s origin, type and quantity with its destination. The legal requirement to retain the register for at least five years applies to the approved operator; it is not a universal retention period imposed on homeowners.
Funding from 1 October 2026: which file should you prepare?
Since 1 October 2026, Rénopack combines an interest-free loan with a financial benefit based on income. The Rénoprêt rate depends on the application. Ask SWCS or the Fonds du Logement to confirm eligible work: asbestos removal alone does not automatically qualify for support.
SWCS normally requires a housing audit to access the loans; ask the lender to check any exceptions. Its stated targets are at least PEB D for a home rated F or G, and PEB C for a home rated E. Pre-registration is a request to be contacted; it is not an official application and guarantees no entitlement.
Certain applications under older schemes remain possible until 30 September 2027, subject to conditions, with a signed quote or final order by 13 February 2025, or an accepted request to retain the former scheme. Habitation 2019/2023 still requires an audit, including for roofs. The temporary Habitation 2025 scheme, which exempted roof work from the audit, ended on 30 September 2026.
The decree of 24 September 2026, published on 30 September, removes the former 20% deposit condition for access to the older schemes. Proof of ordering must cover each investment claimed. Keep the Mon Espace Wallonie acknowledgement; for postal applications, the postmark is the evidence of submission.
Keep dated quotes, any decision and reports. Confirm your scheme before scheduling work: a housing audit and an asbestos inventory serve different purposes.
