Asbestos in Brussels: permits and preparation

In Brussels-Capital, prepare a file for the whole worksite: materials, quantities, method, access and waste removal. The environmental classification of asbestos work must be checked separately from any planning formalities.

A survey covering the areas that will be opened

A visual management survey may not describe hidden layers affected by renovation. For a classified asbestos worksite, Brussels Environment requires a destructive asbestos inventory as part of the file. The inventory must be prepared by a person or company independent of the removal contractor. Confirm that the rooms, substrates and layers affected by your project are covered.

Collect previous reports, laboratory results and plans. Identify where drilling, dismantling or demolition is planned and which parts will remain occupied. This information helps establish the investigation needed before removal.

For the relevant authorisation files, also check the report format: Brussels Environment requires the template set out in the regional order and may declare the application incomplete if the inventory does not comply. Sampling locations must be marked on plans. Have the survey professional carry out and document these investigations; individual laboratory results do not replace the complete file.

Class 1C declaration or temporary class 1B permit?

The procedure depends on the materials, their condition, quantities and the method. Most worksites need a class 1C declaration or a temporary class 1B environmental permit from Brussels Environment. Some small works are unclassified, but environmental protection conditions still apply.

Have all activities on the same worksite assessed together. Dividing the work into small contracts does not remove the classification applicable to the whole. Any planning permission and formalities for demolition or alterations need separate checks.

As checked on 4 October 2026, Brussels Environment announces a regional asbestos order in preparation, with a seminar planned for 1 December. This announcement does not establish that the order is in force. Prepare your file under the applicable rules and check for changes before submitting it.

The file and timetable: plan access as well as removal

The file includes a site layout, a work plan and the required inventory. For terraced or occupied buildings, also prepare information about circulation, storage and the waste route. Emergency access must be considered when organising the site.

Brussels Environment recommends applying at least two months before work. This is planning advice, not a guaranteed processing time or permission to start. Applications can use MyPermit Environnement under the official procedure. Check the current supporting-document list before submitting.

Occupied buildings: what information should residents receive?

For the authorised worksite, arrange the start notification at least fifteen days before work and each phase. If required by the authorisation, a notice to occupants must also be displayed at least fifteen days before work and delivered to mailboxes. It states the type and duration of work, services being interrupted and a contact person.

This notice is separate from displaying the administrative decision. Plan access, heating or lift interruptions and relevant times with the property manager. Continued occupancy must be assessed against the worksite conditions before promising residents a return date.

Waste: define the route in the work plan

Identify the collector, dealer or broker approved for hazardous waste in Brussels, the planned destination and estimated quantity. Organise the route from the work area to storage around the building’s constraints.

Request waste handover and removal records for your completed project file. Have the quote identify who handles formalities, storage and transport so that you can compare quotations covering the same scope.

Planning permission, site works and asbestos: three checks

Permission for a building project does not automatically authorise the worksite. Heading 28-1 provides for a municipal class 3 declaration, notably above 50 kW total motive power, or for alteration or demolition exceeding 500 m² gross area where construction permission was issued before 1 October 1998.

These criteria concern the general worksite. Have the asbestos removal classified separately, including any class 1C or 1B requirements. A small area does not waive the applicable asbestos duties.

Additional material is found: must the authorisation change?

Have the activity stopped in affected or potentially contaminated areas and notify the site manager. Federal measures include material analysis and updating the inventory before work resumes.

In Brussels, additional work or a change to the work plan must be notified to the Authorisations division; its permission must be awaited. A discovery is more than an extra invoice item: have the scope, method, quantities and timetable reassessed.

What should the next contractor receive?

For the next stage of renovation, request a file identifying treated areas and materials left in place. Include the inventory, authorisation conditions, waste records and control reports prescribed for this worksite. An invoice alone rarely defines that scope.

Before reopening an area or starting the next contract, confirm the applicable release conditions. Air testing should not be described as an identical mandatory step for every removal: requirements depend on the method and the authorised file.

RENOLUTION: should a grant be deducted from the quote?

As checked on 4 October 2026, the regional portal says no RENOLUTION grant application can be made for a final invoice dated 2025 or 2026. An old grant table therefore does not establish an entitlement for your project.

For ECORENO, prepare quotes and your latest tax assessment. The Housing Fund distinguishes consumer credit from mortgage credit; the latter involves a property valuation and a notarial deed. Await the lender’s decision and terms. Funds are released against invoices under the loan agreement.

  • The address and plans of every affected room, including shared areas.
  • The survey for the planned work and available laboratory reports.
  • Materials, condition, estimated quantities and the complete project scope.
  • Occupied areas, access, storage space and the waste route.
  • The person responsible for the file, the classification to confirm and time for prior authorisation.
